A 403b plan is a retirement savings plan for people working in public education organizations, non-profit organizations and certain self-employed ministers. You are entitled to the same tax benefits as a 401k retirement plan.
403b In-service
You are entitled to withdraw the employer’s contribution to the 403b plan and not your own contribution before your reach 59-1/2 years. However, this is only possible if your 403b plan is funded by annuities and not mutual funds.
403b Rollover
If you are switching jobs, you have the benefit of moving the money to your new employer’s 403b plan. As of 2002, a 403b can be rolled into a 401k. However, not all plans allow these transfers and that is why it is important to check with your employer and your plan provider.
You can also roll over your 403b into an IRA. You can do a direct roll over to a traditional IRA account and you will end up avoiding the mandatory 20 percent federal income tax on withdrawals from your retirement plan.
There are certain advantages of rolling over a 403b plan into an IRA. It will give you greater investment flexibility but the downside is that it would cost you more to maintain the IRA account. In a 403b plan, you do not have to pay transaction costs but you have to do so with an IRA plan.
